Navarro’s tariff “math formula” (used instead of straight reciprocal tariffs) did kinda suck. I tend to believe Musk’s evaluation of Navarro at this time.
Aside from being bone-headed (it was based on an Obama economist’s formula which was then incorrectly applied,) it was needlessly misleading because, as you say, it had nothing to do with reciprocity,
