It isn’t only about the animals, dangerous chaos could have resulted from them getting hit by cars.
I have seen a CHP car do the tactic to close down Interstate 8 and it was impressive, although in this case I don’t know how it would have been done since the ducks were already there and would have required a quick on the spot shutdown rather than the increasingly wider all lanes weaving and decreasing speed maneuver that I had witnessed.

Actually sometimes it’s better to let some ducks get flattened rather than causing a multi car collision with human injuries.
A while back some idiot stopped in the middle of a major thoroughfare to “rescue” a turtle. He almost became road pizza himself when he jumped out of his car.
It’s one thing to slow down on a little used road, totally another during rush hour.
It’s just an animal.
I heard a story about someone who got killed on a state highway avoiding hitting a squirrel. Now hitting a deer or moose or something could also get you killed.

Was driving up a canyon road in CA once and traffic was stopped.
Found out it was for a tarantula family crossing it.
Really funky to watch.

my cousin was killed in an auto accident on a rural road cuz he swerved to avoid hitting his best Friend's dog, went into the ditch .
I once did something like this on a suburban arterial. Was stopped first at a light near the community college, a bunch of geese and goslings started crossing in front of me. Most made it across before the light changed, but a goose or two and a few goslings were still in the road or the wrong side of the road.
I threw on my flashers, stopped traffic, and got the rest of the flock across the road to the main group. Got an ovation from 8-10 students waiting at a bus stop about 40 yards away.
I once stopped traffic on a four-lane road to help walk a full-grown swan across the street that kept stepping into traffic and then going back onto the curb. Damn thing was taller than me. Drivers were very cooperative. This was before cell phone cameras became ubiquitous. Thank goodness for that.

Sorry to hear about your cousin. I’ve heard stories like that.
I’ve taught my kids that if an animal jumps in the road, aim for it. It’ll probably be gone by the time you get there.
