My thought also, if not this time another time, plenty of people will simply plant them or dispose of them in ways they grow, like tomato plants growing out of discarded garbage in the South.
The USPS is the least reliable, most expensive,> and most trackable method that China, or anyone else, could devise for introducing some noxious plant. Especially since virtually all such packages will go straight into the trash.
Just scatter some across the country in favorable locations. Seeds and weeds know what to do. They will take care of business naturally. Why pay postage and hope people will plant something unknown and unsolicited in their yards and gardens? Send a dozen “students” on cross country vacation trips by car. Scatter them in public parks, along the roadsides, or along streams.
