Nobody says Qatar is headquarters of Hamas apart from desperate Ukraine fanatics with Ukraine currently getting crushed by Russian forces in Kursk.

The fact that a couple of old leaders may live there doesn't make Qatar the headquarters.

Hamas was founded in 1987 in the Gaza Strip during the Intifada against Israel and most of its activities/organizational structure have remained in the Gaza Strip since.
