Historically, Israel would eliminate the threat with any loss of hostages considered a cost Israel accepted. It kept so many from taking Israeli hostages.

When did that policy change.

It changed when it was clear that Hamas had broken the agreement of the truce. And they failed to deliver a live hostage, and several dead hostages as promised.

Hamas and Hezbollah LIE. They are both terrorists. End of story.
