In the early 2000’s there was a huge push on college campuses to attract overseas students. The reason? The schools did not have to provide them with financial aid. They were literally “full pay”. Colleges made a killing on them.

Exactly. A cash cow for the Universities. Hard to know how much might come from USAID.

It was big at the state university I went to. Full pay was also the out of state rate which was about triple the in-state rate most students started at.
