No, they are forcing one specific religion. Everyone else if infidels. There is absolutely a religion in atheism. Atheists have their own beliefs about how the existence is, how people should behave, and acceptable beliefs.
Would you be okay with a Catholic saying Catholicism is not a religion, or a Muslim saying Islam is not a religion?
