Obstructing a federal immigration investigation/prosecution is a federal crime.
It can be prosecuted in the federal courts in the jurisdiction where the federal crime was committed.
The other federal issue for governors is obstruction of federal investigations.
In the case of New York, for example, the state is intentionally hiding the identities of illegal aliens.
If they fail to release those identities that is a federal crime.
