***A pilot's advice is just that, advice. They advise the Captain or Master on the peculiar local conditions and the best way to safely maneuver the vessel.
The Captain or Master of a vessel is ALWAYS in control of and responsible for the actions taken to navigate their ship. This is because while the pilot may be expert in the local conditions they are NOT expert in the maneuvering characteristics of each particular vessel.

It also begs the question, if a autonomous vessel (shipping or military) enters or transits an area where a Harbor Pilot is required, then who does the Pilot advise?

I suspect that said autonomous vessels would be denied entry into any port or waterway where a pilot is required.
