After the Civil War, ten rebellious southern states were folded by Congress into five military districts, which was of dubious constitutionality, but which, for better or worse, created a precedent. Under this precedent, with the rebellious states losing their statehood, they could be broken up with their lands annexed by loyal states. The map of American could be redrawn.
