Jefferson’s party controlled Congress. Congress can abolish the federal judiciary with the sole exception of the Supreme Court.

It would be opposed by the entire establishment and its Mainstream Media. Massive protests would move to violence. In the end it would either die in committee in either House or die by filibuster in the Senate.

To pull it off would require a massive scandal within the judiciary, such as child sex, financial corruption or collusion with intent to commit sedition.
