It’s a tough balancing act and requires full faith in the Trump administration.

The big plus is passing legislation making many of Trump’s EOs law without allowing a Senate filibuster.

The trust part is believing that Trump lead departments will not spend all of the allocated money. They don’t have to spend all of it. A taxpayer refund takes care of the excess and puts it right back in the pockets of the people it was taken from.

This puts some GOP in a bind.

That is a great way to solve the “impoundment” issue—if the Congressional budget is too large.

It is the kind of creative thinking and alternative scenario planning that has become a hallmark of the current administration.
