Surely there is a company that can do a cost analysis to determine if the project is economically viable.
You would probably be amazed, you should be anyway, at how many studies have been done by BP, Exxon, ARCO and others trying to find a way to tap the gas cap at Prudhoe. It has been a nugget sought after for around the last 50 years.
