I don't know if you include absentee ballots with mail-in ballots, but I would include absentee ballots only for military members (either stationed overseas or on deployment) and government employees working overseas (embassies and such).

You are more lenient than I would be concerning mail-in ballots. The national election date is the same all the time - the first Tuesday of November. Get up off your arse and vote.

Mandated business travel should qualify only upon presentation of orders on corporate letterhead, presented in person to voting officials in advance of travel dates.
Military stationed abroad obviously qualifies and hopefully our attentive SecDef secures this process from the many decades of fraud.
