P Trump is a pragmatic thinker.

He surmises that China is spending 400 million on defense, Russia is spending a known but undisclosed amount on defense, and the US is spending 950 million on defense, per year, and if THEY could reach some agreements and take it down a notch or two, then maybe... they all 3 could spend more of that money on their own country’s citizens and well being.

Nuclear weapons age and go from ready to not useable to possibly dangerous to store over time. They need to be kept ready and be replaced on an as necessary basis.

I suppose you only need as many as required to be absolutely certain they accomplish what is required at their designated target. If you're only confident that one in three will succeed, than you might have to set aside and maintain a few spares.
