Part of the problem is that Microsoft is gradually moving stuff out of the Control Panel into Win+I Settings. For example, in Control Panel there is Programs and Features -> "Turn Windows features on or off". On Windows 10, I used Control Panel to install the Microsoft OpenSSH Server. On Windows 11 I couldn't find it anywhere in Control Panel. It drove me nuts until I finally found it buried in Win+I -> System -> Optional Features -> "Add an optional feature".
There are also installed applications that don't show up anymore in Control Panel -> Programs and Features -> Add/Remove Programs. For example, the NVIDIA Control Panel no longer shows up. This is because apps downloaded from the Microsoft Store don't appear. I found this out with NvCP, which can no longer be upgraded in any other way except from the Microsoft Store.
