I think that is because they are east coast upper-crust types. In the 1800s they were still heavily influenced by their english roots, but if you talked to anyone off the streets, they wouldn’t sound like that at all.
It was a holdover in the English language from the days when the French-speaking Normans had conquered Britain in the 11th century. In many ways, the English language still shows the influence of the French.
