The problem here is why you wear it. In Spain, Italy, parts of France, the point is to hide the identities of members of lay Catholic brotherhoods. These brotherhoods exist to support charities, usually being the main support of religious-social institutions, seminaries, orphanages, Catholic schools, retirement homes, etc., and on feast days to organize and staff religious processions, that all may see that there are indeed believers out there, that will go to all that trouble. They hide their personal identities and work through these brotherhoods to retain anonymity.
