Sine waves do not describe problems & solutions. They describe oscillations with repetition rate & amplitude components. You are describing a linear relationship.

It’s allegory. The more you go down, the more up you have to go to fix it. To me, that relationship looks like an oscillating sinewave, because we are going up and down repeatedly.
