Oh, I am not sure about that. Boston's 'Big Dig' soaked up $billions for some years... and just recently a vehicle tunnel in Boston partially collapsed, damaging some vehicles passing through. No reports of injuries or deaths.

It did cost billions but it was an amazing feat of engineering. I would not have used concrete ceiling panels. Here’s an article on it. One panel collapsed. Luckily nobody was killed. If a subscription pop-up comes up just hit the Esc key.
