Yes, by God alone, if he deigned to forgive following His Son’s request. I actually don’t know if the Bible reported that God forgave those soldiers who killed His Son, but God is the only one who has blanket forgiveness privileges. We mere mortals can be hurt again and again when we forgive without condition. That makes us patsies, not pious. YMMV

You’re absolutely correct. It is Gods prerogative to forgive or not. But this is true when any man (human) asks forgiveness for himself or others with or without condition.
I think the message here is it is a good and humble act for the man (human) to forgive because it is a reflection of Christ. I am unsure if God thinks we are patsies for doing so.
Matthew 18:
