Even the IRS can’t demand a SSN. There’s a box at the top of your 1040 but the instructions say you can use a random assigned ID number. The Military likes to use them but will assign a random number. Washington State could never make it stick if challenged. And no one can force you to even apply for one-—just your boss who has to deduct FISA.

It used to say right on the card: Not for Identification

Legend “Not For Identification” was no longer on card (shown from 1946 to 1972).

At the top of every military form that asks for an SSN there is a disclaimer stating why it is needed, under what authority, and what will happen if it’s not provided. This is a requirement by federal law.

I know that WA doesn’t provide that info. Just “...it’s required by Federal and State law...”
