Letters of Marque would allow private organizations to operate in the “dead space” in between government bureaucracies where the Mexican drug cartels operate, Erik Prince, an American veteran and the founder of Unplugged Technologies explained during an interview with Breitbart News Saturday.

Evidently the cartels know just how to navigate between US govt. agencies.By gettig their raw materials from China and then producing the fentanal and other drugs in Mexico they skirt the multiple agencies who don't know which one is in charge.
"Letters of Marque" allow private individuals,groups, to go after the cartels and sometimes get rewarded.
Not a bad idea at all.
