No, there is no reason to land with the landing gear up. You need the gear for braking, normal or emergency.

There is no emergency procedure that calls for an intentional gear up landing on a runway!

Do you think they failed to lower the landing gear during the chaotic situation? Or maybe they lost hydraulics function?
