These "birthing centers" are a HUGE scam, caused by Democrat and woke Fed.gov's interpretation of automatic birthright citizenship.
Indian, Chinese, South American etc... families pay $100K or more, to come to the USA when pregnant, have a place to stay, from down-and-dirty apartments, to luxury serviced accommodation, while and receive various levels of medical attention and of course, immigration legal assistance.
When child is born in the USA - they have an automatic anchor baby.
Often times, when giving birth, these women will simply be sent to the local county hospital - where the taxpayer pays.
