I had a briefing book at my disposal when I was at a testing agency at Fort Bliss…long ago. I never read from it, it was a place keeper. My audience was much tougher than the WH press, VIPs such as generals with pointed questions about the weapons systems under development. It was a great job. KJPs lack of preparation stunned me, quite frankly.
The Old Man ran the briefings for 4 star and civilian equivalents, I was there to answer the questions.
