Absolutely. She's incompetent but there's also the issue of certain handguns not having a manual safety. Glocks in particular don't.
It doesn't matter if you "keep your finger off the trigger" or "get a good holster" when someone else is handling the firearm.
The Jacksonville Sheriff's Office will pay out handsomely because this inept officer should never have been disarming a driver for a routine traffic stop. They'll settle out of court because their lawyers don't want to admit the officers at the scene violated protocol, violated the driver's rights, and at least this officer had insufficient training in disarming someone.
People go on and on about glocks being unsafe but it’s kind of silly. Every najor manufacturer offers similar style pistols. In fact, They are overwhelmingly the largest percentage of pistols bought & carried. Glock, Sig, Ruger, Kimber, CZ, Beretta, FN, HK, Smith & Wesson, Springfield, Taurus, Walter, Bersa, etc. all offer multiple pistols with the same “safe trigger” mechanism. They are not inherently unsafe. It is simply inattentiveness and user error. The same thing that can cause negligent discharges after a manual safety has been disengaged.

It won’t cost the Jacksonville Sheriff’s Office one cent. It may cost the Taxpayers of Jacksonville, though. Because it is the Taxpayers that will pay if there is an award.
That is why Officers do not give one shit if they are sued. Because it it the Tax Payers who pay the awards, not the Officers.
