That immunity extends only to remarks made on the floor of the House or Senate Chambers. Thus, in Art. 1, Sec. 6 of the Constitution, it says,

That precedent was overridden.
That immunity was given to John Murtha when he spoke outside of chambers condemning the Haditha Marines while the investigation was still ongoing.

Murtha was then sued separately by two Marines and a federal appeals court ruled that Murtha could not be sued because he was acting in his official role as a lawmaker when he made the statements.

I remember that. I forgot it was the crook Murtha that made congressional lying legal everywhere.
