I’m not sure that’s totally correct for a retired officer. However, you are onto a good point. An officer can only retire at the highest grade honorably held. This is an administrative determination. So it doesn’t even have to be based on evidence “beyond a reasonable doubt.” He could easily suffer the disgrace of losing at least one star and the retirement pay that goes with it.
