it would be useful to just salt the earth and make all of the land a permanent fire break. It’s more likely to prevent fires from coming back and destroying whatever goes in there, instead of spending billions to comply with California regulations and the on-going risk of state management allowing more fires in the same area.
That would partially fix the fire problem, but without root structures of plants, there would be more of a mud slide problem.

They’d have to change all their laws immediately and permanently and that won’t likely happen in our lifetimes, everything will go wild for a number of years then it will burn again and be worse. Just a speculation but seems probable.
