Maybe if they built the housing underground they would be safer? Whoops this is CALLY where they have eartquakes.
I used lots of concrete, but put so much steel rebar and wire mesh in the concrete, used a 5,000 psi concrete and had fibermesh mixed in the concrete. I know, it’s overkill, but with a 6 inch thick 2,000 Sq ft slab of concrete 12 ft in the air poured like a bridge, I didn’t want to take any chances.
I did it myself, so it was quite a project.
