During the 1980s a Houston city councilman wanted to know how the downtown meter maids who for years had been 4 white women became an organization of all black, all women and 17 of them, while at the same time the tickets the office wrote dropped, reducing the revenue produced.
The answer: printed, fiat, centrally-issued money, backed by nothing.
