I do question why a chopper was permitted to be in the approach zone to a relatively busy airport. But timing is everything. They have those planes coming in and taking off in intervals of less than a minute during busy times.

The airport approach and departure paths aren't the only flyways in the area. There are all sorts of helo pathways around DC.

Just about ever square inch of airspace in and around DC is controlled and jealously guarded by someone. All of it is off limits to someone. Some of it is off limits to EVERYONE.

There are some bits of airspace that you are not allowed to build a building into. This is to protect certain microwave communications paths between, well ..., places. Yes, that's the ticket, places.
