Name one.

The Biological Weapons Convention prohibits the manufacture and use of biological weapons. It came into force in 1975,
and has undergone periodic reviews, the last being in 2016. To date, 180 countries are signatories to the convention.

Let me make sure I understand your view:

1. The proposal to mass spray vaccines by drones was rejected by DARPA.

2. But—even if DARPA had approved such a plan it would be legal.

3. We Americans should be grateful that our government loves us.
