Wikipedia says it is command guidance for the missiles. There are two cannons and 12 missile launchers. The tan colored array in front is apparently the command guidance link
Another view. The octagonal array is probably the search and track radar, notice two arrays back to back. The horizontal array above the octagon is most likely the IFF interrogator.
