I'd call it a third-rate forgery. The Israeli authorities certainly thought so and charged the guy promoting it with fraud. While he was acquitted for lack of evidence with respect to this box, he was convicted of other offenses and in my opinion sounds shady.

Yes, I remember reading many moons ago that the “James ossuary” was a fake being promoted by an Israeli artifact dealer with a history of dealing in relics of dubious origins.
