He almost had it but when he had to leave level flight for re-approach, the damage to the horizontal stabilizer did him in. Not sure why he didn't pick a road instead and just shed altitude for speed.

Reminds one of UA Flight 232 nearly making the Sioux City landing and then rolling at last approach, although they had no flaps down.

They had no flaps down because they had no hydraulics. They steered the plane back to the runway using engine thrust alone. It was a miracle anybody survived.
