I just tested Proton VPN. My speed was 102mbs. Turned off Proton, and speed was 115mbs.
Proton is in Switzerland. They have a righteous political agenda to provide free VPN for people in oppressive nations like China. That try to limit the sites you can access.

The last time (was pretty much all day, while I was troubleshooting the speed) I checked the speed, my straight/normal speed is right at 1Gb/s (usually between 930MB and 1.2Gb). Activating ProtonVPN dropped it to between 280Mb/s and 350Mb/s.
Tried different servers in different countries. All the same.

NordVPN usually drops it to around 800Mb/s.. a MUCH better speed.

On the other hand, it could be something as simple as where I am located (Hawaii) doesn't like Proton's servers (bad hops?).
