Anytime a homemade gun is involved, the ATF has the lead, if they want it. Firearms w/o a serial # are a Fed issue.

HA - have you ever known the ATF to back away from headlines? I remember when they were BATF and coming down on individuals or sellers for whatever violation they THOUGHT was taking place...Something about a “sear” controversy they ginned up way back in the late ‘80’s or early ‘90’s? Sorry - memory grows dimmer every year.....

If so, how can a state outlaw the possession of 80% lower receiver firearms?

no they’re not. Prior to 1968, serial numbers where not even required on long guns, and they’re not required on home made guns either. I have several examples of both in my collection
