I do not believe Russia or Iran would use "terrorism" against the US homeland, although if you read my post above you would see that I think the use of the terms "terrorist" and "terrorism" should be abandoned in favor of "enemy soldier" and "irregular warfare".

I get your point, but it seems more an invitation to argument than a useful alternative for the accepted terms terror, terrorism, and terrorism. After all, even conventional modern military forces can use terrorism as a tactic if they disregard the rules of war.

As for Iran and Russia, they both have long histories of using terror and regard the US as their enemy. Only the threat of devastating punishment keeps them from attacking the US.
