If that is true, the counter argument is always why not take these to the vast, western tracts with little or no population to observe them. The answer may lie in what tests or measurements are being performed.
The truth is that highly populated areas are electronically "noisy" areas, full of microwave energy from millions of sources in all directions. If your objective is to track a moving target that emits some form of energy, it is the perfect environment.
