Several militaries have demonstrated missiles and drones launched from shipping containers. Due to the volume of trade a ship loaded with these would go undetected probably even after launching an attack.

The thing is, we had all the technology available. It would have been packaged differently. Development costs were minimal. We could have kept most of those people employed, rather than sell nothing at all.
