Per a comment on Reddit ...

Citi Bikes are tagged with RFID and GPS units. With this capability, Citi Bikes now knows exactly where each bike is located in the city.

Also ... you have to use a credit card. Even if a prepaid ... it shows where it was originally purchased...as well as any purchases made with it.

This should be an easy slam dunk ... they probably know exactly who the guy is/was.

If the guy rented an eBay, he could’ve used a prepaid credit card that’s not traceable

If it was a citibike and not his personal bike. That backpack is about $300 so the guy probably can afford a personal e bike.
