Exercising a power created by the US Constitution is per se, not an abuse of power.
Is it slimy? Yes. Abuse of power. No.
When the intent of the pardon is to cover up corruption of the president himself, yes, that is abuse of power. Otherwise there's no reason for Biden or any other president or their people from actively and deliberately engaging in crimes. In fact, it invites it.
