In the real world there’s this thing called unintended consequences. If you pass a law to make something illegal then only outlaws will have that thing. And in this case the Outlaw had confidence that none of the bystanders would pull out concealed weapons to shoot him due to the laws in New York that make this sort of preparation/protection illegal. Thus, it makes the planning more simple for the Outlaw since the Risk of someone interfering beforehand, during, or after the incident was minimized thanks to how NYC has planned ahead to make their city ready for Outlaws to carry out incidents like this with little risk of interference. When an Outlaw faces risks that they might get shot before, during, or after a shooting then they will need to think/plan more for such scenarios. And almost all of their options involve much more likelihood that they won’t be able to get away with their plan.
My personal solution is to stay away as much as possible from NYC and other places like that where their laws are designed to make places be like shooting galleries for determined Outlaws and any of us going there like sitting ducks.
I don’t believe in solving problems through violence.
Most problems involving Society as solved either through violence or the threat of violence.

Most violence is not about “solving problems”.
It is often revenge.
Example: Community or religious leader molests someone as a young person and they grow to be older and strong and skilled with weapons. There is no legal recourse available due to the person’s connection to law enforcement and/or the judicial system in the community.
Violence does not solve anything—but revenge would be understandable.
Law enforcement and military personnel strongly disagree.
