They are government employees, who committed Sedition, and potentially helped adversarial governments against the people of the United States. They were members of the Executive Branch, and not ‘civilian’. Therefore, I think a good case could be made that they be tried by the military, overseen by the SCOTUS, which means GITMO. They should not be given civilian courts, especially those who had TS access.
Most members of the “executive branch” are civilians! Where do you get the idea they’re not?
