I would hope so.
I don't like seeing them in the military, but, he can't just blanket "discharge" them all. There is a process and that can take years to make happen.

It can be considerably shortened as a cost cutting measure. The military just lacks funds to supply all the drugs and other medical resources to sustain their lifestyle.
Don't know the current military policy on diabetics, but they were not allowed in at one point because deployment was too difficult.
