The author is legally blind. Does that count as a legal need?

The laws are all the same, yes...

It’s a lack of enforcement in the UK and I guess less of a civil lawsuit culture that means these things are ignored

Oh bullScheiff. The author certainly has enough energy to emote against his alledged denial of service (never happens), which is most likely his own sorry sad story.
