Blender was a lotta fun but I was always limited. doing a fly thru in a structure was next to impossible without a glitch or stutter. and rendering was/is always slow for multiple floors for example.

never tried it for video editing. I was always content with plain old videopad!

You could get a 10th gen Intel with 10core/20thread (i9-10900)
Currently can be had for $222.99 on Amazon.

An LGA 1200 Intel chipset mobo starts around $60.00

Even an i7-10700 is going to be an improvement on a laptop, even with a similar part, due to limited cooling.
I never skimp on RAM or power supply though.
Older parts use DDR4 RAM.
3 NVME ‘may be’ overkill for your application too.
I run multiple VirtualMachines on my hardware.
For me an onboard backup disk is essential, your tolerance may not require an internal backup disk.

I got carried away about having any excuse to post a list of new tools/toys.
I am what I resent, Please forgive.
I saved for over a year and I’d guess it will be my last blast build.
(I have way over 2 billion seconds on the clock, typical for folks here)

Other things to improve Blender motion experience is use reduced poly mesh and/or reduced resolution textures.
It also helps to put things out of camera view on an unrendered layer.
