Ballots v Votes.
A ballot is a vehicle by which a vote is cast. A ballot becomes a vote when it meets the legal requirements of the state in which it is cast.
When a ballot doesn’t meet those requirements, it isn’t counted as a vote.
When the Dems lose, they go into that vast pile of ballots and count them all, coincidently for their candidate.
In PA, Elias is now seeking to conflate votes and ballots to overturn the election.
Yes, ballots aren’t votes, and if you watched the video, you’d see a provisional ballot is not a vote, and is not counted unless it is determined that the person who cast that ballot, and that ballot itself should be counted.
There is far more scrutiny that a provisional ballot has to go through to determine it should be counted, than a voter walking into a polling place in PA on election day that votes normally.
Lets say you know your cousin isn’t going to vote on election day in PA, you can go to his polling place, claim to be him, and as long as no poll worker actually knows who you or your cousin are working the polls that day, as long as you can reasonably forge his signature, you can cast a vote for your cousin through the normal process, because the poll workers are not likely to challenge you are who you say you are, because PA does not have a requirement that voter ID be shown every time you vote.
A provisional ballot on the other hand, the ballot is going to face more scrutiny. You could cast a provisional ballot claiming to be your cousin, and it MIGHT get through the review to determine if the ballot should count, but it receives more review than you personally claiming to be someone else and appearing at the polls and voting in person.

Fraud can happen in any system, but if your goal is to pump up your vote totals, and generate votes, particularly after the fact, provisionals are probably the least likely way you would go about attempting to do it.
